Non-Owner vs. Standard FR-44: Which One Do You Need?

Both satisfy the state. They differ in what they cover, who can buy them, and what they cost.

Standard (owner) FR-44

  • Attached to a vehicle you own and title.
  • Includes liability at 100/300/50, plus optional comprehensive and collision.
  • Covers you in your own car and, usually, in borrowed vehicles.
  • Required if any vehicle is titled to you — even one you rarely drive.
  • Non-owner FR-44

  • Attached to you, not a car.
  • Liability only at the same 100/300/50 limits. No comprehensive, no collision, no coverage for a car you own.
  • Available only if you own no vehicle and have no regular access to a household vehicle.
  • Typically cheaper, because there is no rated vehicle and no physical damage coverage.
  • Choosing correctly the first time

    The most common and most expensive mistake is buying a non-owner policy while a car is still titled in your name. Carriers void or rewrite those policies when the discrepancy surfaces, and the state treats the resulting cancellation as a lapse — which re-suspends the license and can restart the filing period.

    Switching between them

    When you buy a car, the FR-44 moves to the new owner policy. Bind the new policy on the same day the old one ends so the certificate never gaps.
